Citizens’ Oversight Committee

As provided in Education Code §15278, the Citizens’ Oversight Committee (COC) ensures Measure J funds are spent as voters intended.

Role of the Committee

The committee reviews expenditures and reports to confirm that bond funds are used only for approved projects.

Responsibilities include:

  • Reviewing financial and performance audits
  • Monitoring bond expenditures
  • Providing updates to the community
  • Ensuring compliance with California law
