At Butte College, student government is your opportunity to lead, advocate, and create meaningful change. The Butte College Student Senate (BCSS) represent the student body through an elected Executive Board and a Student Senate. Together, these student leaders work to improve campus life, influence college policies, and make sure your voice is heard. About the Student Senate
Student interests are represented by an all-student Executive Board. The Butte College Student Senate Executive Board is a group of elected student officers that represent all students and whose purpose is to make Butte College the best environment for students to learn, grow, and fulfill their goals!
The BCSS manages budgets and records for the Student Representation and Student Activity Fee as well as the General Reserve. Becoming active within the BCSS is your real-life opportunity to make a meaningful difference with your time at Butte College.
The Butte College Student Senate (BCSS) mission is to effectively represent student needs, keep students informed of student-related issues, and promote cultural, social, and leadership opportunities for all students.

Butte College Student Senate (BCSS) Governing Documents
History and Annual Reports
The Associated Students (AS) at Butte College started in 1970. Back then, students wanted to speak up and help improve campus life. They created a student government and got money through student activity cards. This helped them plan events and support other students.
Over the years, laws changed, and the college had to find new ways to support student government. Sometimes it was hard, but AS stayed strong. In the 1990s, Butte College started using bookstore profits and optional student fees to give AS more support. This helped the group grow again and do more for students.
Today, the Associated Students is a group of 14 students who work to make college life better. They plan events, share student voices with college leaders, and support clubs and centers like the Culture & Community Center and the Chico Center Lounge. Thanks to student activity and rep fees, they can keep doing great things for the Butte College community.
Each year, the Associated Student Board publishes an annual report that provides information on Associated Student spending, representation, programs, and accomplishments. The Associated Students are funded through the Student Activity Fee and the Student Representation Fee. These fees are included in your tuition with the student service fee. It is the job of the Associated Student Board to establish budgets and maintain public records of spending for both fees.

Student Senate is our Student Government at Butte College is made up of an elected Student Leadership Team and appointed Student Senators. Together these students work to represent and advocate for student interests, needs, and ideas.

Inter Club Council (ICC) Director Valerie Moser She/Hers It is the duty of the Inter Club Council (ICC) Representative to chair all ICC meetings and oversee ICC related projects. The ICC Representative acts as a liaison between clubs and the S.S. board. |
President:
Clause 1. Will act as the Chief Executive Officer of the BCSS Executive Board.
Clause 2. Will chair BCSS Executive Board Meetings.
Clause 3. Will fill all BCSS Executive Board vacancies subject to a two-thirds (2/3) vote of the BCSS Executive Board Members voting.
Part 1. Will review all applications to and removals from BCSS Executive Board officer positions and make recommendations to the Executive Board.
Clause 4. Will supervise the preparation, revision, and distribution of the agenda 72 hours before each BCSS Executive Board meeting to comply with the Brown Act.
Clause 5. Will ensure liaisons are established between the student population, faculty, staff, and administrative constituency groups.
Part 1. Will see that the BCSS is represented at Board of Trustees meetings, Council of Presidents, Academic Senate, Classified Senate, and any other meeting deemed necessary to the BCSS.
Clause 6. Will form and dissolve BCSS committees and task forces.
Part 1. Will appoint members to BCSS committees and task forces, as needed.
Part 2. Will call for BCSS committee and task forces reports at their discretion.
Part 3. Shall work with the BCSS Vice President of Internal Affairs to oversee BCSS Committees & Taskforces.
Clause 7. Shall be responsible for assisting the BCSS Vice President of Finance with the creation and oversight of the BCSS annual budget.
Clause 8. Will have the power to call special BCSS Executive Board meetings.
Clause 9. Shall be responsible for completing nine (9) office hours a week.
Clause 10. Will serve as the Statewide Student Senate for California Community College (SSCCC) delegate or appoint another officer from the BCSS.
Clause 11. Will assist staff members with:
Part 1. The hiring and evaluation of the Student Senate employees.
Part 2. Disciplinary issues involving officers.
Part 3. Planning end-of-semester/year gatherings and retreats.
Clause 12. Will retain Butte College’s vote at the Student State Senate for California Community Colleges (SSCCC) regional and state meetings, and attend all regularly scheduled regional meetings of SSCCC or designate another board member to attend and vote in their place.
Clause 13. Will attend weekly Leadership Team meetings with S.S. Advisor.
Clause 14. Will review and keep up to date on the following documents:
Part 1. The BCSS Constitution and Bylaws
Part 2. Robert’s Rules of Order and Brown Act stipulations
Clause 15: Will attend relevant participatory governance and campus committees to represent the student body.
Vice President of Internal Affairs:
Clause 1. In the case of removal, absence, death, or resignation of the President, the Vice President of Internal Affairs shall assume the Office of the President.
Clause 2. Will fill and maintain all campus-wide committees with student representatives.
Clause 3. Will serve as protocol officer for all BCSS Executive Board guests.
Clause 4. Will attend weekly Leadership Team meetings with S.S. Advisor.

Clause 1. Will submit, with the aid of the BCSS Advisor and the BCSS President, an annual budget to the BCSS Executive Board for approval.
Part 1. Will update and make recommendations, as needed, with the aid of the BCSS Advisor and the BCSS President, to the annual BCSS budget for approval by the BCSS Executive Board.
Clause 2. Will provide a monthly budget report to the BCSS Executive Board.
Part 1. Will provide to the BCSS Advisor and BCSS board members, whenever requested, an account of any or all their transactions as Vice President of Finance and of the financial condition of the BCSS with the aid of the Student Life Administrative Assistant.
Clause 3. Will provide a report to the Student Life Administrative Assistant of all funds approved at each BCSS Board meeting.

Academic Affairs Senators (up to 2)
Clause 1. Will represent the student population on issues related to academics and the general campus affairs, including but not limited to: curriculum, grading policies, technology, and equity.
Clause 2. Will be the liaison(s) between Butte College faculty and the BCSS Executive Board.
Part 1. Will be the BCSS representative(s) at all Butte College Academic Senate meetings.
Part 2. Will update the BCSS Executive Board on all curriculum changes and academic-related issues that affect the student population.

Student Services Senators (up to 6)
Clause 1. Will represent the student population on issues related to student services and the general campus affairs, including, but not limited to: student recruitment & enrollment, student success & retention, and student life & engagement

Elections
The Student Government at Butte College is made up of an elected Student Leadership Team and appointed Student Senators. Together, these students work to represent and advocate for student interests, needs, and ideas. Students interested in joining the student government can select a position on the Leadership Team or select to become a Student Senator.
The Leadership Team positions are elected through a student body election process. In addition to the specific focus areas of each position, ALL positions attend to the shared matters of equity, diversity & inclusion, student conduct & rights, access, technology, student wellbeing, sustainability, and student success.
Leadership Team (Elected by the Student Body)
President: Upholds the mission, values, and goals of the BCSS Board. Also, provides leadership, direction, and oversight for the BCSS board and is a liaison to the college’s faculty, staff, and administrative leadership teams.
Vice President of Internal Affairs: Assists the President with leadership, direction, and oversight for the BCSS board. Also, assists the BCSS Advisor with the Student Advocacy Program to ensure that student voices are heard on campus-wide decision-making committees.
Student Trustee: Serves as the liaison between the student body and the district’s Board of Trustees to represent the student voice in district-wide decision-making and planning, and stays up to date on the college’s planning and initiatives.
Business Affairs: Assists the SS Advisor and Student Life Administrative Assistant with overseeing the general BCSS budget and BCSS grants program that provides funding for club and campus department projects, events, and travel.

Student Government board members are confirmed in the spring before their year of service and begin their training over the summer.
During the semester, board members work together on a range of projects, events, and advocacy efforts. A typical week includes participating in the student government board meeting, attending campus-wide committees, and working on projects.
- All members must attend the weekly S.S. Board meeting on Tuesday from 2 - 4 p.m.
- Summer Retreat & Training, July 6th - July 9th of 2026
- Winter Retreat, 2 days (the week before the first day of the spring semester)

Associated Student Board meetings are held on the 1st, 2nd & 3rd Tuesday of the month at 2 p.m. Participants may choose to join the meeting in-person or online using Zoom.

Student Government board members are confirmed in the spring prior to their year of service and begin their training over the summer. Their term of service for the 2026/2027 academic year will be July to May. During the term, there are different commitment levels depending on the positions and the different tasks assigned to each board member. Generally, the hours during the semester are:
- Leadership Team: Weekly time commitment varies by position
- Senators: 3 to 5 hours per week
- All members: Must be able to attend weekly S.S. Board meetings on Tuesdays from 2-4 p.m.
*The amount of time per week may vary depending on the projects and events at that time.
In addition to your weekly responsibilities, board members participate in PAID trainings and retreats over the breaks, including: - Summer Orientation, 2 days (the week after finals)
- Summer Retreat & Training, 4 days (Over Summer)
- Winter Retreat, 2 days (the week before the first day of the Spring semester)
No experience is required to join the student government board. Our team will provide you with ongoing training to help you understand your position and how our campus processes work and help you reach your leadership potential!
Board members work together on a range of campus projects, events, and advocacy efforts. The board's core responsibilities are representing students and managing the Student Activity and Student Representation Fee.
- Leadership Team: Must complete responsibilities in person on the main campus.
